DIPHU, Feb 5: All India Karbi Students Union (AIKSU) has strongly expressed its resentment on the demand made by Rachnatmak Nonia Sanyukta Sangh (RNSS) for protection of land rights for settlers on VGR/PGR land in West Karbi Anglong, as mentioned in the memorandum submitted by RNSS to President of India, Droupadi Murmu.
In a press conference held here at Autonomous State Committee (ASDC) office here on Monday, the AIKSU president, Easterson Tisso said on January 17 that the RNSS submitted a memorandum to the President of India during her visit in Shillong. The AIKSU president said that in point No 4 of RNSS has demanded for the protection of land rights for settlers on VGR/PGR land in West Karbi Anglong. Majority of inhabitants on this land are Hindi speaking community, Tisso stated.
Tisso said, “The State government has launched an online portal Mission Basundhara scheme for settlement of individuals belonging to ST/SC/OBC/MBOC categories who are settled until 2011, under the Minimum Needs Programme. The allotees and their legal heirs, who possess undisputed land and families rendered landless due to erosion and ethnic violence have been rehabilitated. However, in Karbi Anglong, where majority of PGR/VGR land inhabitants are migrants from Bihar and other states. Unlike the above mentioned criteria for settlement, they have not settled due to undisputed possession, erosion-induced displacement or ethnic violence. It is crucial that Karbi Anglong is a Sixth Scheduled area and only tribal individuals have the right to acquire land as per the Mikir Hills District (Transfer of Land Act) 1959.”
Tisso also said Karbi Anglong Autonomous Council (KAAC) is he rightful owner of land. As such, the Basundhara portal scheme should not be imposed in West Karbi Anglong. The PGR/VGR land should not be a haven for illegal immigrants and call for early eviction, the AIKSU asserted.
