DIPHU, Jan 16: The Autonomous State Demand Committee (ASDC), Karbi Nimso Chingthur Asong (KNCA), a Karbi women’s organisation, and the president of the Karbi Students Association (KSA), Jemson Timung, submitted a memorandum to the President Droupadi Murmu via district commissioner (DC) for the implementation of Article 244(A) of the Indian Constitution.
In the memorandum, they asked to grant autonomous state status to three hills districts – Karbi Anglong, West Karbi Anglong, and NC Hills in the state of Assam.
During a press conference here, ASDC president Chandra Kanta Terang stated, “On the visit of the President of India, we, the ASDC, KNCA, and KSA, have submitted a memorandum to the DC this morning, addressed to the President of India, seeking the implementation of Article 244(A) of the Indian Constitution.”
The memorandum emphasised that the provision of Article 244(A) of the Indian Constitution is a commitment of the central and state governments, parliament, and the people of the hills districts of Assam. It was passed by Parliament in the 22nd constitutional amendment in 1969 to create an autonomous state within the state of Assam.
The provision to form one autonomous state for each hill autonomous district or comprising two or more hills autonomous states was established in 1970, including the Khasi Hills, Jaintia Hills, and Garo Hills Autonomous districts of erstwhile Assam.
The Mikir Hills Autonomous District (now Karbi Anglong, West Karbi Anglong) and NC Hills (now Dima Hasao) autonomous district were left out of that process of the formation of an autonomous state under the provision.
The press conference was attended by ASDC general secretary and former chief executive member of KAAC, Jotson Bey; KSA president Timung, and KNCA president Maikon Rongpharpi.
