GUWAHATI, April 18: In a step towards ensuring the smooth and fair conduct of the upcoming Panchayat Election 2025, the District Administration has rolled out a streamlined mechanism for granting various permissions crucial to electioneering activities. The initiative aimed to maintain law and order while upholding the Model Code of Conduct during the electoral process.
According to official communication, permissions pertaining to vehicle use, helicopter landings, loudspeaker usage, and public meetings will be issued by designated authorities based on the nature of the request and the category of candidate involved. The MCC & EEMC Cell, operating under the Magistracy Branch at the District Commissioner’s Office, has been entrusted with the responsibility of granting permissions for helicopter landings, airport passes, and use of vehicles, including those fitted with loudspeakers, specifically for ZPC and AP candidates, as well as Ward Members.
For other election-related public activities such as meetings, rallies, opening of temporary party offices, and street corner gatherings, candidates are required to approach the respective Block Development Officers (BDOs). These permissions are applicable to all candidates—ZPC, AP, and Ward Members alike.
The administration has underlined that all requests must be accompanied by necessary enquiry reports from the local police station wherever deemed appropriate. To avoid any last-minute complications, it is also mandated that all permissions—excluding those for temporary party offices—must be secured at least 72 hours prior to the day of polling.
In adherence to environmental and civic norms, the use of loudspeakers has been strictly regulated. They may only be operated between 6:00 am and 10:00 pm, and the sound levels must remain within the permissible noise limits of 65 decibels during daytime and 55 decibels at night. These measures are designed to strike a balance between facilitating legitimate campaign activities and ensuring peace and order in public spaces.
