JORHAT, Jan 7: The Jorhat district administration has made it compulsory for livestock to be sold only after it is slaughtered in a government approved or private licensed slaughterhouse and bears the health mark/stamp by a veterinary doctor stating that the animal is fit for human consumption and ‘Passed’ stamp from the slaughter house.
The order was promulgated on Tuesday by Jorhat district commissioner Jay Shivani in exercise of sub section (1) and (2) of section 38 of the Prevention of Cruelty of Animals Act, 1960 (59 of 1960) and now called Prevention of Cruelty to Animals (Slaughter House) Rules, 2001.
The order specified that no person without the permission of the municipal board shall slaughter or cause to slaughter any animal for sale in the city except in a government approved slaughterhouse or a licenced private slaughter house.
Moreover, it is mandatory for the retail shop owner selling meat to get a trade license from the Jorhat Municipal Board and to retain the stamped portion of the meat until the whole carcass is sold, for inspection purposes.
Unstamped meat shall be confiscated and destroyed and the license of the shop may be cancelled.
Regarding the animals to be slaughtered, the order stated that no livestock in febrile condition or which is excessively old, an animal, which is pregnant or with an unweaned young, a dead animal, dying animal or any carcass or part thereof, an animal showing symptoms of having been treated cruelly, over cruelly, overtrucking or by overdriving or by other acts, a dog or any animal not meant for slaughter, or an animal for which the slaughter house is not meant for, and any animal brought to the slaughter house in contravention of these bye laws shall be summarily removed under order of the Veterinary officer.
The order further stated that it would be the duty of the manager/lessee of the slaughterhouse inter alia to arrange animals’ ante-mortem and post mortem and keep a record of the animal slaughtered.
The directive said that no animal shall be slaughtered in a slaughterhouse in sight of other animals. Further, no animal shall be administered any chemical, drug or hormone before slaughter except drug for its treatment for any specific disease.
It was stressed that every animal/carcass/internal organ/meat shall be subjected to veterinary inspection, which is called ante mortem (before slaughter) and post mortem (after slaughter) examination.
The animal fit for human consumption shall be passed or slaughtered and the meat fit for human consumption shall only be passed for marketing.
Regarding the ink to be used by the veterinary officer for the health mark stamp after finding the meat fit for human consumption should be of edible grade and non-poisonous, and all the instruments and marking articles shall be personal and when not in use, shall be kept in safe custody to be used only by the veterinary doctor/authorised veterinary doctor under lock and key.
Retail shops should be glass fronted, should not be near a saloon or cement selling stores, should be clean and hygienic, the retail shop owner should have a valid trade license and should not slaughter any animal intended for human consumption near the shop.
Retailers are directed to print the license number on a signboard in the shop.
